The Measures Provided by ECB and CNB During the Financial Crisis and Their Impact on Selected Banks

The diploma thesis is focused on the origin and development of the world financial crisis started in 2007 and its analysis. The steps taken by the European Central Bank and the Czech National Bank to respond to this crisis are then analyzed. Furthermore, the work shows the impact of the crisis and central bank measures on two selected domestic banks. At the end of the thesis are made suggestions and recommendations.

This diploma thesis deals with the global financial crisis of 2007 to the present moment and monetary policy, which at that time was applied by the Czech National Bank and the European National Bank. It also analyzes the behavior of the two selected banks in the Czech Republic during that period and evaluates how they dealt with the crisis. Finally, suggestions on measures of central banks are stated.

Práce bere na zřetel rozlišení pohledu na Eurozónu z úrovně ekonomiky členského státu Eurozóny a EU jako celku, a také z makroekonomického pohledu globální ekonomiky. Práce má záměr sloužit jako prostředek pro ekonomické rozhodování na úrovni Evropské Unie zaměří se na racionální zvážení možností v rámci kompetencí a návrhy pro směrování do budoucna.

Central bank communication is a hot topic because, in a world where in-formation travels at the speed of light, it is in the interest of central banks that their monetary policy is properly understood and does not spread uncertainty. The thesis will focus on the period 2016-2020, during which the Fed, BoE and ČNB changed their key rates in an attempt to tighten monetary policy. The text summarises the current understanding of central bank communication and then analyses three central banks to use the comparison to improve the ČNB's current communication strategy.

The Czech National Bank, its legal position and scope of activities This diploma thesis evaluates the legal position and scope of activities of the Czech National Bank through the analysis of the current legislation, literature and other sources. Partial aspects affecting the legal position and activities of the Czech National Bank are described separately, but due to their mutual connections it is important to see them as a part of the whole context. The thesis also points at questionable issues and offers both expert's as well as author's attitudes. This diploma thesis is divided into five chapters. The first chapter characterizes central banking itself, defines the role of the central bank in the banking system, shows the differences in conception of central bank and outlines the methods of establishing of central banks. The second chapter briefly describes the evolution of central banking in our country, focusing on the importance of historical events, which contributed to the creation of the Czech National Bank, as we know it today. Central bank communication and exchange rates: High-frequency evidence

The GARCH analysis has been used to estimate the effect of central banks' announcements, posted on their official websites, on demands for the curren- cies they are taking care of, with a focus on the type of announcements re- leased. The announcement specifics observed were past-looking statements, and forward-looking statements, whether they were announcing a monetary policy, financial stability, or commenting on a political situation. The results have shown that announcements made by central banks, both European Central Bank and Czech National Bank, mostly have not significantly affected demands for their respective currencies with certain exceptions. Also, the results suggest that demand for the Euro currency is being affected by these announcements with a longer lag, and announcements made by the European Central Bank are having less impact than those of its Czech counterpart. Overall, it has been concluded that announcements posted on official websites are affecting currency demands less than other influencing factors. European Central Bank Digital Currencies: Lessons from Central Bank Experiments and Scenario Analysis

The dramatic increase in popularity of cryptocurrencies like Bitcoin has motivated central banks to research central bank digital currencies (CBDC). The key central bank R-CBDC experiments are reviewed. It is found that central banks of advanced economies like the Federal Reserve, European Central Bank and Swiss National Bank are relatively less motivated to issue R-CBDC. This is because current retail payment systems and settlements are already fast and efficient and the advantages of R-CBDC may not be as large as initially expected. Financial inclusion and need for traceable payment systems is less attractive in advanced economies and central banks would lose credibility if CBDC were implemented unsuccessfully. A scenario analysis is used to explore the implications of R-CBDC on financial stability and monetary policy. The results show that CBDC implementation in all scenarios is expected to positively impact financial stability and monetary policy. Results from the scenario analysis are more optimistic than the literature and urges central banks to continue their research. Finally, it is found that ECB's ability to issue CBDC is uncertain. The risks to traditional monetary policy tools and banking system should encourage both to become more efficient and focus on the needs of users.

Relations of Central bank to Commercial banks The purpose of my thesis is to analyse relations among central bank and commercial banks in current view with emphasising on situation in the Czech Republic. Legal aspects of the status and activities of the Czech National Bank

The aim of this thesis is to describe and analyse the law position and activities of Czech national bank. The content of thesis is composed of three imaginary parts. In first one the historical development of central banking on Czech territory is described. It is devided into four chapters respecting the chronological development. The thesis is focused on a state of current legislation mainly, therefore the second and third part creates a widest portion of the thesis. The second part examines a framework of constitutional relations of Czech national bank and president, Parliament and goverment particularly, and the independency and aim of CNB in 7 chapters. The third part concerns with statutory law and is composed of 7 chapters also. It deals with a variety of activities of Czech national bank. The status and the role of central banks in the EU

RESUMÉ - THE STATUS AND THE ROLE OF CENTRAL BANKS IN THE EU This diploma thesis compares the Czech National Bank, the Slovak National Bank, the Bundesbank and the European Central bank. Central banks play a significant role in every state and they have big influence on economy of each state. Therefore, their legal regulation as well as precise definition of their competencies are essential. The thesis focuses on their establishment, legal base and legal form, organisation and independence (institutional, financial, personal and functional). Its aim is also to compare tasks, monetary policy, issuance of banknotes and coins, banking and financial regulation and supervision. Establishment of a central bank depends significantly on the historical background of the given state (or union). All of the described banks are settled in regulations of the highest legal importance on the particular state (or union), which is not usual, and also in many other legal acts. Members of the highest body are selected after the agreement of the legislative and executive powers. The Czech National Bank is an exception, since the members of its Bank Board are appointed by the president without a counter signature. The budgets of the central banks are separated from the states' budgets and they are approved by the central banks....
